    Abstract
    The essential problem of this research is that students’ achievements in mathematics are unsatisfactory and that the orientation of mathemathical instruction doesn’t emphasize the effort to make students to understand the concept and they are unable to solve problems. The purpose of this study is to develop an alternative way of teaching mathematics which helps students to be able to construct mathematical knowledge. This is a development research, conducted in the form of a valid and effectiveness development of mathematics learning using problem based instruction. This research was conducted in two stages, the first stage is the development of mathematics learning package using problem based instruction with the reference Four-D model, and the second stage is to try-out of learning package to 34 students in SMP Negeri 1 Siantar by four times classroom meeting, designing of the try-out using one group pretest-posttest design. The result of this research are: 1) the development instructional materials, namely: lesson plans, teacher’s guide book, students’ activity sheets, and achievements test satisfy the crriteria of good instructional materials; 2) the percentage of students whose achievement level is at least fair is 85,29% of the 34 students taking the test. This percentage show students achievement was complete classificaly. Percentage of the duration of students’ activities during the instruction had reached the “ideal” duration for each category of activity. Teacher’s ability in lesson management was good. Students’ and teacher’s responses toward the components and activities of the instruction were in “positive” category.
