    Abstract
    Indonesia is one of the developing countries, as one developing country Indonesia still has many development agenda such as education, health, and other infrastructure. Efforts to implement the development agenda would require people or government officials of high quality state. One way to get high-quality government officials would need to have a more transparent hiring or promotion system in order that no leader chooses officials on the basis of likes or dislikes so that officials get positions in accordance with the discipline they have so as not to have an impact bad service to the community in its term is called '' selective logging system ''. Therefore, proper regulation is required in order to provide a more optimal public service. Open office auctions or promotions are one of the best alternatives or best ways to carry out disenchantment in promotions to choose better government officials. The results of this study indicate that the promotion of positions using the position auction system is the best way to improve the quality of officials in accordance with the disciplines that have daiatur in Act No. 5 Year 2014 on State Civil Apparatus.
